Options we considered

Proposed option 

The proposed option that we are consulting on is that motorcycle parking fees apply at $1/hour, Monday to Sunday, 8am to 8pm. These are the same times that other motorists are charged for parking on-street in the central area.  

Maximum daily fee

We considered other options at different hourly rates, some with a maximum daily fee cap, The proposed option does not include a maximum faily fee cap. Instead, the proposed fee structure is based on a low hourly rate.

Times of day or days of the week 

Other options that we considered involve times of the day, days of the week, and if all or only some of the parking bays should be charged for. It remains an option to exclude weekends or to change the times of the day in which motorcycle parking is charged for.  

High occupancy areas or case by case 

Options of only charging for the high occupancy parking bays were considered. Analysis of parking occupancy across the city showed variable use and demand. The area west and north of Victoria Street had high weekday occupancy, while the area east of Victoria Street had lower weekday occupancy. Another option would be to consider each bay on its merits as to whether charges are introduced. These options risk being difficult to follow for users. They could also lead to parking more in the free (or cheaper) bays in the southern/eastern parts of the city, lead to an increase in their occupancy, and trigger the need to introduce further charges.  

No fee 

Given that the Kōrau Tōtōpū Long-term Plan, Finance, and Performance Committee has directed council officers to implement paid parking for motorcycles in the central area of up to $2.50/hour, the option of not charging has not been investigated at this stage. However, this will remain an option available to the Koata Hātepe Regulatory Processes Committee when it makes decisions on how to proceed. 

Changes to the number, size, or location of parking bays 

Options to increase, decrease, or rearrange the number, size, and location of motorcycle parking bays were not considered as part of this project, as these changes were considered out of scope. If it is appropriate to change any bays in the future, this would be subject to a further traffic resolution consultation process.
